Perhaps the discount was only for April 10, but the notice does not say that. When I made arrangements to rent a car today [April 14] I received only a 5% discount -- not 10% as the notice says.
You need further negotiations with Hertz or you need to change the notice.

Thanks for your comment. So sorry for any confusion here, but the offer is up to 10% off your rental, as it says in the blog post. Not all rentals will be eligible for a 10% discount- this discount is the maximum amount.
